How exactly does this geriatric tyrant plan to pull this off? He doesn't have the jurisdiction or the threat of kids not being able to go to school.

Then a reporter asks him what gives him the confidence it will pass, he responds gloatingly, "Me". You can then hear laughter and appreciative applause from the room.
