Walter doesnt like ANYTHING the Jaguars do. Foley was ranked #59 on NFL dot coms top 100 FA (#59) and the highest ranked DT. He signed for 10 million less than Larry Ojungobi did.
For what its worth, Mike Garafalo likes both Foley AND Foye: said they're BOTH gonna make bank this coming season. Foley was one of 8 players last year to have 15 run stuffs and 15 pressures. The others? Damario Davis, Maxx Crosby, Aaron Donald, Cam Heyward, Cam Jordan, Alex Highsmith, and Christian Wilkins. Good company

I know some of you don't want him but I have a really good feeling about him. I don't even care what the price tag is.

It is what it is. You always have to pay premium on day 1 FA. 

I am not a big proponent of the new NFL in terms of roster development; but times change. Ten years ago, teams like the Rams and their strategy(s) would have been laughed away. Now teams are no longer treating first round picks as sacred cows. Sometimes you get big and strike gold, sometimes you suffer the penalty if you do the wrong trade. Same with FA; used to be a great way to patch, but a trap for fools on Day 1-3. The Steelers and Pats are the masters of it. But even both those teams have recently traded away first rounders and/or made Day 1 signings. Five years ago, you might have heard news of those teams in FA on week 2 or 3. Not Days 2 or 3. 

As Caldrac stated, who cares; we suck. We need to try and are flush with cap space.

Not to mention that if we didn't spend and sign, the meltdown some fans will have.

I have the feeling somebody may want to jump up to steal Hutchinson from Detroit. So we may be able to trade down and get a top outside receiver and an extra pick.

I still really want an outside field stretcher, but it's my favorite of the deals we've done so far. Gage would make me really happy now.

Folo was number 4 last season in run stuffs and QB pressures for DT's on the criteria list you mentioned.

I think it's a lock at this point.

Oline getting solidified with vets. Jags haven't been linked to any pass rushers.
