That is not a defenseless receiver. Yes, the hit was timed perfectly, but the helmets barely touched.

Cisco was trying to turn away and slow down..... Juju ran into him. I understand why the rule exists, but my lord does it overpenalize sometimes. Cisco did nothing wrong and the refs were right for picking up that flag.

This, he slowed up and didn't lead with his helmet. Just because the Offensive player is down/hurt doesn't mean the play was in violation of the rules.
