The rule is pretty simple, you just can't touch the guy.

It is straight forward. Not always a fan of it though. Like this play, dude almost got hold of the ball then made a clear effort to not hit him, but still bumped into his leg. Not sure they could tweak that in some way without affecting punt plays much though.
