Looks like a situation where someone got paid for their name as opposed to performance. Especially when you consider he'll be a line backer now as opposed to an DE

They probably should have chose Allen, if they were going to pay that much. Allen prob has more left in the tank at this point.

I wouldn't have signed him at all, but for the Packers, the cap hit is minimal with the chance of a pretty high reward.
