All true, but to answer the original question, you can't have employees that could potentially throw plays and affect games betting on games.  On top of that, it's good policy to just ban gambling of any kind outright within facilities or you're opening yourself up as a league to investigating a [BLEEP] ton instances and wasting a lot of time and resources.
