Duh.
Now not all of our issues are like this.  But the immigration issue in particular is a Polish Parliament type issue where the legislators are dishonest about their true motives and have to much power to veto a solution.  A strong President, with enough determination, could force members of Congress to actually get on the record and solve most of the problem.  Trump told us he would be that President, but he obviously wasn't because all he said was "give me a wall." He deferred everything else for Congress to deliberate.  Letting intellectually dishonest corrupt people deliberate the thing they are intellectually dishonest and corrupt about is the last thing you should do.  

Now Biden isn't solving it either because he's in on it.  But that's a story for another day.

That's not what I'm saying.  The President can use must-pass bills to force Congress to give certain bills an up or down vote.  The President can call a session just for that purpose.
Obama used these types of tactics briefly on immigration but then gave up.  After that Obama did a dictator-like move and issued the DACA order.  He shouldn't have done that because it effectively took bargaining chips off the table and eliminated what little trust there was.

I'd have to think the children being born in Texas are bringing the ranking up, considering a lot of migrants consider English as their 2nd language, so 28th may not be very bad at all, assuming may of these students have only had a few years within the Texas Educational School System.

So you're saying that our congress is bought and paid for (but only in this area), but that the President should "force" these bought and paid for politicians to not vote for better border policies.

So you're saying that our congress is bought and paid for (but only in this area), but that the President should "force" these bought and paid for politicians to not vote for better border policies.

The President should force a vote on whichever coherent border and immigration policy he or she favors.  Force congressmen to get on the record, and put their objections in formal speeches or writings, then if needed, address those objections and do it again. Multiple must pass bills per year, so they will have multiple chances.

Of course he does.  He can pocket veto any appropriations bill until he gets the bill he wants on the floor.  He can call either or both houses of Congress into session at any time.

At first, no.  But as he got the legitimate concerns addressed and ultimately got enough votes for passage, he would become a hero.  Being President is a job that takes months and years.

Also, this is not the only issue where Congress is bought and paid for obviously.
It might be the only issue where the buyers have intentionally bought deception and gridlock, though.
