I think we're going down a rabbit hole here.  Yes, many people commit fraud.  All sorts of fraud.  But most people do not commit fraud.  

Welfare fraud is illegal.  Murder is illegal.  But the fact that illegal immigrants sometimes commit welfare fraud, and sometimes commit murder, is neither here nor there in a discussion of illegal immigration, because we know that legal immigrants and citizens also do these things.

Venezuelans like the UGA murder suspect are usually under temporary protected status.  Trump gave them that status.

Making abortion, drugs, or guns illegal does not eliminate abortion, drugs, or guns.  True.  But it does reduce abortion, drugs, or guns.  Not all of the people partaking in the activity care that it is illegal.  But many do.  You have to have a place in your mind for "some" and "many", not just "all" and "nothing".

Much more complicated than that.  Venezuela is beset by political gangs that threaten to murder anyone who ever supported one of the rival politicians.   The people who are leaving are capitalists, businessmen, engineers, scientists.  It is possible that Venezuela is becoming less violent, but more likely that the numbers are getting cooked.

Not sure what you mean by "national identity," that's a nebulous thing that will change regardless of what we do.
Not sure what you mean by enemies.  We weren't on great terms with the German empire or the Russian empire or Austrian empire, yet, nearly all of the immigrants came from these places.
