But, I have been involved with numerous private design and construction contracts.  When you think the client is unreliable, you charge more.  Our clients in the Middle East are unreliable.  We charge them more.  Universal Creative is unreliable.  We price that in.  Domestic developers, Latin American developers, Disney, and Universal Support Services are very reliable.  They get lower prices.

Look dude we have discussed this enough. I now feel your intent is less than honest. You fail to agree with even the inspector generals office. I do not care to know what your motivation would be. The US government is at a 7 trillion dollar run rate. We take in about 5 trillion leaving a 2 trillion dollar deficit. We cannot continue or will go broke. DOGE stated their goal is to save 1 trillion or about 15%. They will easily do this as the government is highly inefficient due to being stuck in 1960's or earlier processes. You can be part of the solution or part of the problem, that is your right.  Have a good day ...
