It means the accuser never filed a complaint against Winston with FSU. In order for Title IX responsibilities to kick in, an official with a high enough position at the university to be considered a decision maker has to be made aware that there is an allegation of sexual harassment or assault that was made by a student against a student/teacher/employee. So when the officials in the athletic department were made aware that Winston had been named a suspect, if they were not informed that the alleged victim was a student, they would not have responsibilities under Title IX. <p style="background-color:transparent;margin:0px 0px .5em 1.5em;">But again, I'm sure they did their best to sweep it under the rug. I will say, some of the best underground raves I've ever been to as a youngin were in Gainesville.. Almost all there were ripe for the pickins
