I think other than NYC, every place in the country is cheaper than California.

Cost of living in Jax  compared to either you cite is minimal. It also needs to be pointed out that the wages are considerably lower as well. There is plenty of above average paying opportunities here for folks with the skills to fill them or motivation to create them like I did  but for unskilled labor the pay is hardly livable.

I was reading about a 300 sq ft apartment in San Francisco that was going for 1800/month.

Yea, there's plenty of nightlife in the riverside (hipsters) and San Marco (upscale fare). Actual downtown downtown is getting better every year.

The beaches (east of the intercoastal) is hard to beat for just about anything, food or fun.

I'm actually up on the northside and it too is developing rapidly.

Most of my friends live up there now. A few of them rent a flat together and they sub-rent the walk-in CLOSET for $1000/month. It fits about a twin bed and that allows the door to open, not much else though.

And people line up for it. They actually hold interviews when it opens up.

Pros:

Growing IT sector with lots of jobs, weather isn't too bad, fishing is great, lots of land to purchase

Cons:

Takes forever to get anywhere. If you live on the west-side going to the beach is a day trip. Some parts of town are very sketchy, but that is common for cities

The secret is just north of town. We call it Fernandina Beach. 30 minutes from downtown Jax and has its own island flavor.

Yeah Northside gets a bum rap but there's more to it than Dunn Avenue, the airport, and Oceanway these days.
I'm condescending. That means I talk down to you.

Maybe over there in Madagascar or wherever that place is you live. Over here, it just means there's a higher per capita of open air bars playing reggae and serving jerk chicken and Red Stripe. ;-)
