You don't penalize the team unless what he did earned some sort of competitive advantage.
This is a personal matter between the owner and the NFL. Making things more difficult for the people who actually run the operation doesn't punish the owner. If you want to punish the owner, you fine him. It won't and shouldn't involve the organization.

He's already handed over operations to his daughter, so for all intents and purposes, the only thing a suspension would do is block him from the facilities for a season.
