Most likely city to get an NFL team?

So I was listening to Dan Patrick and they were doing the poll suggestions thing, and somebody suggested this poll. To Dan's credit he seemed a bit embarrassed and actually defended Jacksonville saying something about Gus Bradley is doing a good job there and they'll do admirably or something. I doubt they went with that poll, so I'm putting it here.

Why is Jacksonville a choice?

As for the poll, it seems unlikely any of these other cities get a team any time soon. Portland, Oregon probably could have been added as an option. But from what little I've read, it looks like all these cities have major roadblocks.
Los Angeles.
New England Patriots owner Robert Kraft is highly respected in NFL circles. Because Kraft is strongly endorsing Los Angeles getting at least one team, I think it will become a reality before any other city gets a team.
Portland, Oregon will never get an NFL team. Won't happen. Not really a sports town. Besides, guess how many Fortune 500 companies the state of Oregon has....two. and one of them is Nike, which has too much interest in the entire league to lend their name to a stadium or buy up a bunch of boxes.

Another major obstacle for Portland is it's close enough to Seattle that Seahawks owner Paul Allen will likely strongly oppose it. That much more since he owns the Trail Blazers.

I voted Jacksonville for obvious reasons, but I think that when the dust settles, the Raiders will be the first of (probably) two teams to move. I think that San Antonio is a leverage play for them, and I doubt the Raiders end up there if for no other reason than Jerry Jones screaming bloody murder to the other owners about a third team in Texas diluting his market share. My hunch is that the Raiders and Chargers both ultimately land in LA, fulfilling the league's totally irrational desire to have two teams there.

I've always thought Alabama could have an NFL team. The state is huge on college sports, but an NFL team might do well.

The two largest cities, Montgomery and Birmingham, are each only a little over 200,000 and Atlanta is just 150 miles away. I like the idea, but numbers are money and the NFL is all about money.

Birmingham from what I can remember was not even a good USFL city.
