If it is taken before a game it is a PED. But it's out of one's system fairly quickly, so taking it in the offseason does not enhance football performance, hence the change.

Dion Jordan also would have benefited, but he failed another drug test and got a new four-game suspension anyway.

If they test positive during the season, it is considered a PED.

Until a player fails a drug teas, the NFL tests just once each year at a random time. It could be during the off season.
