He does stare down receivers but It also seems like the plays are going to one half of the field with Bortles.  Which means Fisch doesn't think he can read the entire field.  If what I'm seeing is true, that, along with not throwing past 5 yards makes it really easy for defenders to get a jump on passes.

Maybe they are trying to progress BB5 into a game manager...  Therefore, they make plays that are 1 read type plays.

 

But this would actually impede his progress as an NFL QB

They need to let Bortles call his own plays in a no huddle offense, he doesn't look comfortable running the plays Fisch is calling

Yep but remember they neutered him after the first game saying he couldn't check out of certain plays any more.
