The play clock was already ticking. Is he not allowed to get under center and survey the defense? The ref should have stood over the ball. I've never seen a ref keep a QB from lining up under center.

 

Again, this isn't really a big deal, but because Jameis Winston did it, he should have been flagged, ejected, and suspended.

 

If a referee tells you not to run a play, then you dont do it.

Because they are inept?  If someone shoves me and I'm a ref, you're gone.  I don't care if its a coach, player, waterboy, cheerleader.  You're gone because you have no self control.

Down play what?  Could he have thrown the flag?  Sure and if he did I would have been fine with it.  He didn't.  The ref who was pushed decided not to throw the flag.  There are non calls made in every football game.  Sometimes they benefit you and sometimes they don't.
