Not preventing him, he can declare if he chooses to.  It's implying that he's considering going back to school to avoid being sued once he is making NFL money.  I have no idea how credible the source is I simply saw this on Twitter.

Wouldn't this just wait a year if he were to wait?  I wonder what the statute of limitations are on this for a civil suit.

I was thinking and wondering the same thing when I read that, I'm not sure.  It didn't make a ton of sense to me.
