Why would the Eagles make any trade without knowing that Mariota is available. Obviously the trade would be made while the team is on the clock and not before hand.

Totally agree the teams would make those agreements but their execution would only occur when the pick is "on the clock".
I still have serious doubts that the Titans are not going to take Marcus Mariota. If they don't then I think they will take the picks to move back. The Titans are the one team that could take Marcus Mariota and then perhaps put him up for auction afterwards.
Cross your fingers , if the opportunity comes , that be great , if not I'd still be ok staying

But the point is that they cannot sit back and make plans to trade to #4 or #5 without taking the chance that someone who wants him moves up to #3. If they really want to secure it, they need to not leave those gaps.
If so this would be an amazing trade for Dave Caldwell to make. Jags stock pile off Philly's picks. It be like taking candy for a baby.
