With the variance in height among humans it would be difficult to get the target's heads to line up in a way that would be effective outside of controlled conditions, a lab experiment for instance.

What do you think a gun fight is...? It's a fight for survival. These things aren't pretty. 

 

Armor-piercing rounds are necessary for civilians and law enforcement. Just the other day, my department stopped a group of people with multiple ARs and a body armor with the intention of robbing. How someone defend themselves against these people without those rounds?

I'm talking about a one-on-one scenario. I'm not talking about a home that has been surrounded by SWAT.

 

If I'm at a business and someone starts shooting at me as they wear body armor, I'd appreciate if a bystander would join in an ending the threat. I think everyone would agree that civilian interference wouldn't help when the scene is relatively under control.
