In the program they get tested randomly more often.

And Cecil is still our best Wr on and off the field, it's a good thing Mike Brown has shown flashes recently.

Well he's in a program that I assume leads to much closer monitoring.  He's earned himself a lifetime membership to said program so we can't expect him to just avoid getting caught.

Once you're in the program you can be tested up to 10 times in a month.
