All this means is that if Blackmon's suspension is lifted and if he's released by the Jaguars and if he wants to play in the CFL, the Argos get first dibs.

Precisely. I'm glad somebody pointed this out. I'm fairly sure the Jaguars still own his NFL rights should the league clear him.


 

At any rate, I don't recall any such AP articles saying this...

He's still a Jaguar regardless of what the CFL does.  That won't change until the Jags release him.  At that point, he can play for another NFL team, in the CFL, AFL, or for the Oklahoma penal system.
