I've heard this claim before that teams can match such offers for their PS players, but I've yet to see any proof of this and doubt it's really the case. I'd like to see it in print that teams can match offers. At least before the new CBA, you could sign any player off of another PS and there was nothing that team could do about it.

It's not a guaranteed right, but you do have to notify your team if you intend to sign off the practice squad with someone else, and if that team has any desire to keep you, they'll either offer to match the salary or to be promote you to the 53-man roster. The Jaguars were in such a situation with fullback Lonnie Pryor back in...2013? Tampa Bay offered to sign him off the practice squad, and the Jaguars offered to bring him up to the active roster to keep him. Ultimately, Pryor went to Tampa Bay because he had a clearer path to playing time there.

 

I've also seen a couple of stories about practice squad players being paid as much as a minimum-salary player of their experience level would. I kind of doubt that teams are out offering 53-man salaries to everyone on the practice squad--only those that there is known interest from other teams in.

Yeah, there's not a right of first refusal for the practice squad, but a player does have to notify his team that he's leaving. He can't just miss work in Jacksonville tomorrow because he reported for work in Cleveland. If the team has any interest in keeping him, they'll counter the other team's offer. If the player's not interested, he goes anyway. It's not written into the rule books, but as a practical matter, the opportunity to counter is pretty readily available.

Just from watching the game last night, and judging "horseflesh," I think we have to keep Neal Sterling.   Just based on potential.    A guy that size, with hands like that, will be lost to another team if we put him on the practice squad.    Big compliments to Dave Caldwell for finding that kind of talent and taking him late in the draft. 

He's on the practice squad but with the way the team keeps getting injured we might get to see him play this year.
