I don't think they have the flexibility do they?  I thought they were locked into the Big 10 #4 team OR idependent notre dame

 

michigan is not very good this year but from a TV and attendance perspective, it would be much better.

The Capital One and Outback Bowls are for specific rankings in the Big Ten and SEC. They don't choose their matchups.
