The Texans GM said that the team doesnt need to rebuild, so hopefully they think its smarter to get a veteran QB and pass on Teddy.

If the Texans get the first overall pick, they are getting a QB, whether that would mean they draft one with their 1st overall pick or get one in the 2nd round.

Sure, it would have been nice to see Teddy here, but winning is more important.
I'm hearing the Texans might have salary cap issues next year that would prevent them from landing a high priced QB like Cutler so drafting one is the obvious choice, also we'll likely be picking from 5-10 range so a trade for Teddy is highly unlikely. Carr and Bridgewater will be out of our reach unfortunately.

I could very much see them going that route if they promote Wade Phillips to HC. If they get a new offensive head coach I think that increases the chance they draft a QB.

Here are some specifics.
http://www.spotrac.com/nfl/houston-texans/ They have a lot of money tied up in long term deals. Most of those are with players over 30 (Andre Johnson, Matt Schaub, Johnathan Joseph) or injured (Arian Foster, Brian Cushing). And this offseason they will have to likely replace Antonio Smith, Ben Tate and Garrett Graham. They have not drafted that well the last few seasons so they don't have guys waiting to step into those roles. They will probably have the first pick but it's no quick fix there.
Thought this was interesting... Brian Griese during the UCF/SMU game presented his ranking of draft-elligible QBs:
1. Bortles 2. Manziel 3. Mariota 4. Bridgewater 5. Hundley Says no one strikes him as a "franchise QB" but Bortles reminds him of Brett Favre and thinks he could go #1.
