And, in fairness, a lot of the time it's a girlfriend or neighbor looking for publicity, money and/or just a chance to hear themselves say, "I told you so," to the world, whether they actually told the world or not. Many more times it's someone trying to rationalize what happened for themselves.

The claim he made was that the neighbor saw bombs in the house and did not report them. That was done specifically to question all Muslims in America.
