That's what happened to Oregon, or at least Portland. Although I never saw it myself, while stationed in California in the early 90s I heard eyewitness accounts of a sign just across the Oregon border along I-5 which read "Don't Californicate Oregon". The amount of Cali residents fleeing their own policies had created an alarming northward migration.
