Of all your points the only thing that really matters is the injury and being able to go to the combine.  With the kind of athlete he is, the NFL can figure the rest out later.

Probably, but there is some rationale behind returning. Somethings that could be factoring into his decision:



-His draft stock has fallen to mid to late first round because he doesn't have a position.

-If he returns, Michigan could slot potential commit Willie Gay at Pepper's "Viper" position and allow Peppers a full season at his NFL position (safety).

-His hamstring injury might not be healed by the combine in 3 weeks.

-He has never played in a bowl game.



Now I'm still pretty certain he is going pro, but those are probably what has stalled the decision up to this point.
