Name one city in the United States with a river like ours on the coast that is smaller than Jacksonville.
....You people just don't seem to grasp what I'm telling you. Geographically this city has no choice but to expand, and if you don't like the inevitable expansion, move to Keystone Heights. It's a LITERAL geographic inevitability that Jacksonville will grow and grow and grow... and those that don't like it should just move instead of trying to stop it.
