I think you are referring to the pass to Ivory.

I cannot say he made a pre snap determination to go to Ivory or if he is being coached to be more willing to check down.  However, given the approach the team seems to want to use, making Bortles risk averse is a good thing.

Remember the game against Atlanta a few years back where he drove the team inside the 20 right before half, only to throw a pick at the goal line and have the guy run it back 80 yards or so?

That was a 6-10 point swing with that pick.

If the team eliminates plays like that, we win more games.  Given the short field Bortles was faced with under the circumstances, checking down seems to make sense.
