What's reasonable notice? Can the cops come in and say "Oh, we're going to search your house in an hour so let us in"? It's still a warrentless search.

When it comes to the electic company, yeah they can come on your property to inspect their equipment and read your meter because they have a right of way with the power lines.

The Railroad has no such equipmet on your property or a right of way so what do they need to inspect. And can anything that can be construed as criminal activity be reported to the local authorities? See? Warrentless search........
