When it comes to the electic company, yeah they can come on your property to inspect their equipment and read your meter because they have a right of way with the power lines.

No it's just like when a landlord wants to do an inspection of his house someone is renting...he writes them a little note and says I will be coming by on such and such a day at such and such time, to conduct an an inspection of the property...If you are not going to be home, please make sure that all pets are crated or restrained...The notice is usually at least 10 days, that is considered reasonable time for a court order...Well here anyways

From time to time my water company sends us a notice they need to come into our home and check for a back flow check valve or to test water quality or something...The notice usually gives you 10 days or so to call and tell them when they can come in and if you dont they shut off the water supply until you do

you are looking too deep into this...They have the authority to look for problems not tear your house up like you just got raided for selling drugs out of your house...

Railroads cause vibrations in the ground for very long stretches, vibrations can cause damage to foundations, roadways, cause sink holes, disruption to underground piping such as water and sewer lines, gas lines, telephone poles...That's the kind of thing this commission is designed to monitor...

It's not like they are going to be looking for drug deals, or officers of the DEA or ICE, FBI or even the local constable or Justice Of The Peace will be involved...
