Don't you think maybe they are just mitigating the mistakes of a QB who throws too many picks?  Get a better QB in Jax and there will be better balance. Until then, they should run i as much as possible.

No. You are taking one hyperbolic statement he made to the press and jumping the shark with it. 

If his offensive philosophy is so skewed to the run, why did the 9-7 Bills under Marrone pass the ball 579 times and run it 402 times? 

Just give it time. He and Hackett will let Bortles open up every now and then, and when they have a QB they can trust they'll throw downfield on PA enough to keep you happy.
