This is actually quite achievable. During free agency, the Jaguars target 2 key players:

1. Kirk Cousins- Should be in his prime next season. May not be top 5 quarterback, but top 10 is all the Jags need. Pay the man.
2. Justin Pugh- Can play guard or right tackle. Also in his prime. Played for Syracuse and Coughlin in New York. 

Draft:
Rd. 1- Quinten Nelson- Best college guard. Should be there when Jaguars pick between 15-20 in round 1. 
Rd. 2- Best tight end available in what appears to be a solid group. Oklahoma, Wisconsin and Penn State all have guys who would fit here.
Rd. 3- Quarterback to develop behind Cousins. Who knows, maybe even Mayfield can fall here due to height. If not there are several good 
         candidates who will be available at this spot.

How would this offense look with a line of Robinson/Pugh/Linder/Nelson/Parnell blocking for Fournette and having Cousins throwing to Robinson, Hurns, Westbrook and the new tight end (let's say Gesecki from PSU)? Lee should not be re-signed in favor of paying Robinson. 
Defense only needs to make a few changes such as replacing Poz (hopefully Brown will be ready) and possibly run stuffing lineman. 

What a shame that quarterback wasn't addressed last off-season as this team would have contended for AFC South.
