We've been over this many times. Bortles has been viewed as a potentially high first rounder by draftniks since last year, but we've only thought he had a chance to declare for the last 4-6 weeks so the public is just now catching up to him. He isn't making some meteoric rise, he is just a year ahead of what we were expecting.
