He does not have to be a sole owner. He can create a group and be the majority owner. But the ownership team he is trying to build will need like 10 really rich guys.

That's not true.  The main person in an ownership group must own 30% at minimum for decision of a singular voice making purposes.  The team must also have minimum debt ($150 mil in 2013) which means no lien.  At 2 billion price tag, he'd need 600 mil in cash by himself, plus whatever his other investors give in cash.

People have been turned away from being turned away from being owners in the league (ie, Trump) so you have to come with all your ducks and cash in order.
