I certainly understand his reluctance to play for Cleveland.

However, as bad as they have been, he would not be completely devoid of help should he go to Cleveland.

Assuming Joe Thomas returned to play another season and were healthy, the Browns would have the making of a good offensive line to block for him.  He'd have a good young TE in Njoku to catch his passes, and some decent WRs too.

The Browns also have the makings of a good defense.  Right now they currently rank 12th in total defense and 7th against the run-pretty remarkable considering they trail in all of their games and teams habitually look to run out the clock against them.

The short term problem is they are -28 in turnovers.

Longer term, the organizational instability that I often caution against hits them hard and naturally would scare a prospect away.

Hue Jackson is finishing his second year, finishing 1-31 these last two seasons.  It is difficult to imagine that he would get a third year after that record.  If he stays a 3rd season, I can't imagine him being in anything other than lame duck status the whole year, and it would be difficult for a rookie QB to come in and turn things around to the point Jackson saves his job.  If he is fired after this year, it is doubtful anyone is retained from his coaching staff, which likely means an entirely new scheme, which means new personnel requirements to fit that scheme.  Whatever strengths the offense would seem to have for Rosen or any QB coming in might be mitigated by the need to re-stock the personnel.
