Hue Jackson is finishing his second year, finishing 1-31 these last two seasons.  It is difficult to imagine that he would get a third year after that record.  If he stays a 3rd season, I can't imagine him being in anything other than lame duck status the whole year, and it would be difficult for a rookie QB to come in and turn things around to the point Jackson saves his job.  If he is fired after this year, it is doubtful anyone is retained from his coaching staff, which likely means an entirely new scheme, which means new personnel requirements to fit that scheme.  Whatever strengths the offense would seem to have for Rosen or any QB coming in might be mitigated by the need to re-stock the personnel.

Agreed. If he goes to New York, yes, he'd have great WR's, but the O-Line is trash and they have no running game to speak of. Not to mention that all that money they spent on the defensive side of the football has not panned out either. Comparing the two teams strictly from a talent evaluation standpoint, Cleveland has more upside.
I didn't even think about it in those terms, but I agree with this completely.  I do think Gettleman is a decent GM and can restock the Giants pretty well.

However, Cleveland likely has two top five picks with which to bolster the talent on this team. Assuming they took Rosen (or any other QB) # 1 overall, if they wanted to upgrade RB, they could easily take Saquon Barkley with their other first round pick, or, if they wanted to bolster RT with an eye towards eventually replacing Joe Thomas, they could take Orlando Brown's kid from Oklahoma. That would make the talent disparity between the two teams even more pronounced.
