First of all, assuming Cleveland would pick him, Cleveland has enormous resources for improvement, including 12 draft picks in the upcoming draft, two in the top five, five in the first two rounds (three second round picks), and huge cap space. Plus a new GM to utilize all those resources. And from watching them play a few games this year, even though they're 0-15, they're not that bad.
