If you were highly advanced lifeforms, wouldn't you seek out the leaders or the strongest nations? If they were advanced, like we were, then I think you're right. But I don't think a civilization at our point would find other planets with lifeforms. I think that if a species is as developed as it takes to find lifeforms on other planets then you'd be advanced enough to find the strongest / smartest nations.
