Well of course. There would definitely be some less developed life. In fact, most researchers believe our first official contact will be some sort of bacterial life.

That being said, look how much Humans have advanced in just 200 years. Even in 100 years we went from steam trains to space travel. Imagine if there were a life form that's been around just 500 or 1000 years longer than us? What about a million years longer?
