The obvious drawback from developing a QB from the draft is that 4/5 don't develop into even a starter level quarterback. The only surefire solution to your "built to win now" problem that Bortles is somehow creating even as his team advances in the playoffs is to get one of about 8-10 established quarterbacks. Bortles is basically at a Kirk Cousins level now (ahead if you look at QBR). So basically you are left with Alex Smith or about 8 untouchables.
