The whole offense is dumbed down because of the QB. He is literally the weakest link on that side of the the ball and anyone with eyes can see it. To answer your question; yes.

And this team isn't even in this game if he's not the QB. Blame the OC for going conservative. Now is the time you put the ball in the QB's hands regardless. Let him go win or lose it. Both the OC and DC were scared and they lost it. Not Bortles.
