If they wanted to, you could call holding on just about every play, on both sides of the ball. There are levels to everything. Obvious and blatant holds, quick hold/release, etc. If they called everything, we would all complain the game is 4 hours long and too slow. Also, refs can't see everything. You hope they do get the big ones. An alternative is to make every play challengeable, including penalties. Then each team could challenge the most egregious calls-- the ones that determine the outcome of a game. Other than that, we are stuck with the system we have. The teams that win will be quiet, and the teams that lose will be most vocal. I see no end to that.
