Not at all. I just layed out how NFL teams actually draft to you.  They don't just take the "best" available players on their board. It's not BAP Vs need, rather a combination of several factors.

If by BAP you mean "the player who the front office deems to be the best combination of value, need and talent at a particular draft position" well uhhh yeah of course that's who they pick.
