I agree it's about 2019. If Bortles is retained no rookie will be challenging him, even a first or second round rookie. They won't get the practice time. And do you really see the Jaguars using a first round selection on a QB if they keep Bortles? Anything is possible, but I highly doubt it.

If retained Bortles knows he's playing to earn a long time contract, regardless of whether a QB is drafted in April. No pushing needed.

I'd normally say "no," but it's #29, so, yes I think it's possible they take a QB there with no intention of starting him his rookie year.  Just depends on who falls.
