Not necessarily. 

I mean - This deal leaves literally 18 million dollars in the Jags' accounts and many folks here believe in Moncreif's upside. 
I liked the player a lot coming out in the draft and I'm excited to see him get a chance at staying healthy and producing. 
If Moncreif works out the Jags can offer him an extension, and if they see him as a stop-gap they can draft a guy to take the spot in 2019 cheaply. 

Adding Moncreif, ASJ and likely another receiver and/or TE in the draft gives Bortles more than enough outlets to make up for A-Rob walking in FA in my mind.
