I think it's probably a long term housekeeping move to push out some of the cap hit.   We'll still have the same total cap hit, just spread out a little.   It reduces the cap hit this year, but adds to the cap hit over the next several seasons, but counteracting that, this year's reduction can be carried forward.  

My guess is it doesn't mean anything much, because it's something they needed to do whether they were going to use the cap space this year or not.
