You only look at true free agents which means their contract ran out. If a guy is waived early he's a street free agent and doesn't count. You look at the number of FAs lost to other teams and the number of FAs signed from other teams. The difference is typically the number of comp picks, so if you sign three guys and lose five guys, then you should get two comp picks. The draft position is based on their value as free agents so you'd get more for a guy signing a blockbuster contract somewhere else.
