To be fair, that's virtually every pass rusher. Fowler disappears for games at a time and then makes a couple splash plays and people are saying he's a justified top 5 pick. I could totally see a complete athletic freak like Sweat going in the first round.

While I don't know I'd justify his top five status, it's a bit unfair to judge him as you are. 
The guy hovers around 40% of the defensive snaps, last season having individual games with only 14, 21, 24, 27 snaps in a game. Of course he's not going to have consistent impact every week in that role.
