Both can be true.
Luck can be over hyped (was over hyped coming out of college) and still be a better QB when healthy than Bortles.

If the AFCS horses were in a race... I'd say Luck has an edge with Bortles on his tail coming round turn 4... With Mary and Watson right behind...
No single AFCS QB has really lit it up in recent years.
And 3 seasons ago, Luck had a really good season before dealing with 2 injury riddled seasons.

Not sure why Bortles believers are getting up in arms about it.
Bortles has yet to play at a level that makes doubters seem like haters.
Luck at least put together 2 very good seasons to start his career prior to being hurt. Blake has been up and down. Ms Mary was the talk of the town during her rookie campaign and simmered quite a bit and Watson could be the same scenario.....

None of these guys are top 5 world beating QBs... so it's an argument just to argue, imo.
